# Buying Rural Land in Coahuila: A Guide to the Paperwork

What to check before buying rural land in Coahuila — ownership status, water rights, zoning and taxes.

In the Paredón aquifer, which lies mostly within Ramos Arizpe, Mexico's water authority concluded that "there is no volume available to grant new concessions" (translation) (CONAGUA, 2024) \[6\]. Before signing, work through each point below with the documents in hand.

## What kind of title does rural land in Coahuila carry?

In Coahuila, private and *ejido* land coexist, and they transfer differently. Private land is identified by its current folio in the Public Property Registry (RPP). *Ejido* land, until regularized, cannot be deeded as private: the assembly must approve "full ownership" (*dominio pleno*); the ejidatario then asks the National Agrarian Registry to remove the plot, and the RAN issues title, recorded at the RPP (Agrarian Law, arts. 81–82; procedure RAN-04-008) \[4\] \[10\]. ## Can a foreigner buy land in this part of Coahuila?

It depends on the municipality. The Constitution reserves direct ownership of land in the restricted zone — 100 km of any border, 50 km of any coast — to Mexican nationals (Mexican Constitution, art. 27, section I) \[1\]. Article 10 A points to the list of municipalities INEGI publishes and updates in the Diario Oficial, which settles whether a municipality falls inside, partly inside or outside that strip \[2\]. Either way, SRE paperwork is required: a foreign buyer files a waiver renouncing their government's protection (the Calvo clause) and obtains a permit before signing. If the municipality is entirely outside the restricted zone, the permit is deemed granted when the SRE does not publish a denial in the Diario Oficial within five business days; if it is partly inside, the SRE must decide within thirty business days, and silence does not amount to a permit (Foreign Investment Law, art. 10 A) \[2\].

## How do you confirm the land has water available?

Groundwater is national: drilling a well requires a federal concession, processed through CONAGUA and recorded in REPNA (National Water Law, arts. 20 and 30) \[5\]. That does not mean water is available: in the Paredón aquifer, whose 6,291 km² lie mostly within Ramos Arizpe \[6\], CONAGUA calculated in 2024 an average annual recharge of 23.6 hm³ against 59,333,049 m³ already under concession, with no volume left for new wells. ## What does the municipality require to authorize construction?

Zoning is set by the municipal development plan; in Saltillo it is governed by the Urban Development and Construction Regulations \[7\]. Before building, get the Zoning Certificate from the Ventanilla Única Municipal — valid one year and a condition for the permit — and then the building permit \[7\]. For works over 60 m² or requiring a Director Responsible for the Work, Saltillo's Urban Development office asks for official ID, a cadastral key with property tax paid, a recorded deed, an alignment certificate, and plans signed by that director \[8\], a requirement easy to overlook on rural lots.

The transaction is formalized before a notary, who checks the registry history, calculates the ISAI, and records the deed in the RPP. Each municipality sets its own rate in its annual Revenue Law; Saltillo's 2026 law sets a general ISAI rate of 3% of the taxable base, with reduced rates for social housing, direct-line inheritance (0%), donations between relatives (1%), and retirees or people with disabilities (1.5%) \[9\].
