# What is a country lot, and how is it different from an urban lot?

A country lot — "lote campestre" in Spanish — is a larger-than-average lot located outside or on the edge of the urban footprint, with partial utilities, intended for low-density housing. In Saltillo, the 2026 Revenue Law charges the building permit for country housing at the same rate as H1 and H2 housing: $39.22 per square meter, under its article 26.

## What is a country lot, and what is an urban lot?

An urban lot sits within a city's street grid, generally with every utility installed — water, drainage, power and paving — and a relatively small area, set by the density of the subdivision it belongs to.

A country lot, by contrast, sits outside the consolidated urban footprint or on its edge, is larger than an average urban lot, and is meant for lower density: one house per large lot, with room for an orchard, garden or pool, rather than several homes per hectare. Utilities can be complete, partial or still pending, depending on the development. The category does not depend on whether a house has been built on it, but on its size, location and the land use the municipality assigns it.

## How is a country lot different from rural or ejido land?

The three terms get mixed up, but they are not the same:

A country lot, being inside a subdivision, has a street layout, defined lot numbers and — unless the development is still in process — an individual deed that can be recorded at the Public Property Registry. Ejido land, while it keeps that regime, belongs to the agrarian community and is not sold or deeded as individual private property: it must first go through the full-ownership process.

In practice, the difference that matters most to a buyer is utility availability: an urban lot almost always has them solved from the original layout, while on a country lot it pays to confirm, case by case, whether there is a water and drainage network or whether it depends on individual solutions, such as a well, a septic tank or solar power.

## How big is a country lot?

Coahuila's Human Settlements, Land Planning and Urban Development Law defines [country subdivisions](https://gruposerver.com.mx/en/blog/que-es-desarrollo-campestre-vinedo/) as those located more than five kilometers from the limit of the population center (art. 200) and, for residential ones, requires lots with a frontage of no less than 25 m and an area of no less than 1,000 m², with the exact area set in the environmental impact authorization (art. 202, sec. I). Above that minimum, each lot's size is set by the layout of the subdivision and its internal rules, which in turn must respect the density authorized by the municipal land use; that is why two country developments can offer very different lot sizes, and it pays to confirm the exact area with the developer before buying.

Saltillo's Urban Development and Construction Regulations, for their part, do not set a country lot size of their own: they govern the procedures and building requirements that apply once a lot already exists within an authorized subdivision, not the size at which that subdivision lays out its lots. A prospective buyer comparing two country developments should treat lot size as a fact to confirm with each developer, not an assumption to carry over from one project to the next.

## Why does Saltillo charge the "country" building permit the same as H1 and H2?

The [2026 Revenue Law of the Municipality of Saltillo](https://saltillo.gob.mx/wp-content/uploads/2026/01/LEY-DE-INGRESOS-SALTILLO-2026_1.pdf), in article 26, sets the per-square-meter building permit fee by land-use category: $39.22/m² for H1, H2 and country; $23.33/m² for H3; $9.80/m² for H4, H5 and rural; $4.11/m² for regularization.

That "country" shares its rate with H1 and H2 — the categories with the largest floor area per home — rather than with H4/H5 or "rural" is evidence that the municipality treats it as a formal housing category within a subdivision, not as farmland.
