# What a Vineyard Community Is

Not an urban subdivision and not a ranch. Coahuila state law defines a rural community by distance, lot size and land use.

A rural country development ("fraccionamiento campestre") is, under Coahuila's Law of Human Settlements, a subdivision located more than five kilometers from the limit of a population center, with [lots of at least one thousand square meters](https://gruposerver.com.mx/en/blog/que-es-un-lote-campestre-y-en-que-se-diferencia-de-un-lote-urbano/), meant mainly for single-family recreational housing or farming (Decree 1180, amended 19 May 2026) \[1\]. It is not a low-density urban subdivision, nor an unsubdivided ranch: it has its own regulation. When that development also has a working vineyard, the legal definition gains an agricultural calendar and wine tourism.

## What legally defines a rural community development?

State law splits subdivisions into urban ones and rural ones, more than five kilometers outside the limit of the population center, with two subtypes: residential and tourism-oriented \[1\]. Simply being far from the city is not enough: the land needs a land-use change authorization (art. 201), and the environmental-impact authorization —a separate procedure— sets the real size of the lots (art. 202, sec. I) \[1\].

The developer must also cede 10% of the sellable surface to the municipality free of charge as green area, guarantee its own drinking-water source, and lay out streets at least 13 m wide \[1\] \[2\].

Ex-Hacienda Amargos is in Paredón, municipality of Ramos Arizpe \[8\]; Saltillo's code and rate are cited only as an example of how a municipality can raise the state floor, not because they apply to Amargos.

## What does a vineyard add to this kind of development?

A working vineyard needs pruning, irrigation and harvest year-round, on a calendar that gathers the community around the grape harvest. Coahuila's Vinos & Dinos route grew from 11 to 22 wineries, with Bodegas Capellanía —in Ramos Arizpe— among the stops \[4\] \[5\].

According to México Desconocido and El Diario de Coahuila, Bodegas Capellanía was founded in 1946 in Ramos Arizpe, Coahuila, by the Spanish immigrant Pedro Saro Martínez, a native of Santander (translation) \[9\] \[8\]. The Amargos vineyard is more recent: El Diario places the first hectare in 2009 \[8\], the winery's own profile in 2010 \[10\], and the real-estate project itself dates to 2020 \[11\]. ## What water obligations come with a vineyard lot?

Using national waters, such as those of a well, requires a concession from the Federal Executive through CONAGUA (National Water Law, art. 20) \[6\]; since the decree of 5 April 2013 (Federal Official Gazette), no well may be drilled in the Paredón aquifer without one \[7\]. The law requires a development's own drinking-water source \[1\], and expanding it is a federal process, not the buyer's own decision.

## Who does this format actually suit?

It suits you if you want a second home within manageable distance of the city and want to build at your own pace; it suits you poorly if you need immediate urban services or are not willing to read, before signing, the lot-layout, land-cession and water obligations \[1\] \[2\].
